法律分析：
立法监督是指国家立法机关依据宪法对国家行政机关所实施的监督，在实行“三权分立”宪法原则的国家中，国家权力被分为立法、行政、司法三个部分，分别由三个国家机关独立行使，三者之间保持一种互相牵制，互相约束的制衡关系，国家立法机关、司法机关对行政机关起着监督制约作用。[
法律依据：
《 中华人民共和国全国人民代表大会组织法》第五条 全国人民代表大会及其常务委员会行使国家立法权，决定重大事项，监督宪法和法律的实施，维护社会主义法制的统一、尊严、权威，建设社会主义法治国家。
