释义	法律分析：营运证和保险没有关系。车辆营运证是从事道路运输经营活动的车辆的合法凭证，如果车辆没有营运证，那么就是无证经营，也就是通常所说的“黑车”。法律依据：《中华人民共和国道路运输条例》第三十四条道路运输车辆应当随车携带车辆营运证。道路运输管理机构的工作人员在实施道路运输监督检查过程中；发现没有车辆营运证又无法当场提供其他有效证明的车辆，应当依据该条例第六十三条的规定，对该车辆予以暂扣；根据该条例第六十九条规定责令改正，处警告或者20元以上200元以下的罚款。
