释义	法律分析: 房产证没有完全取消。房产证正在更换为不动产登记证。各级国土资源主管部门为本行政区域内不动产登记机构，负责不动产登记工作。不动产登记由不动产所在地的县不动产登记机构办理。这也就是说，房产证和土地使用证将停止颁发，以后统一换成不动产权证。法律依据: 《中华人民共和国民法典》第二百零九条不动产物权的设立、变更、转让和消灭，经依法登记，发生效力经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。
