释义	刑事案件公安机关管辖的确定：对于刑事案件，正常情况下应由犯罪地的公安机关管辖，而犯罪地包括犯罪做法发生地和犯罪结果发生地。所谓主要犯罪地，包括案件涉及多个地点时对该犯罪的成立起主要作用的行为地，也包括一人犯数罪时，主要罪行的实行地。必要的时候，是指对查清主要犯罪事实以及及时处理案件更为有利等情况。【法律依据】《中华人民共和国刑事诉讼法》第二十五条刑事案件由犯罪地的人民法院管辖。如果由被告人居住地的人民法院审判更为适宜的，可以由被告人居住地的人民法院管辖。
