释义	法律分析：报警了没有给立案回执单不合法，无论公安机关是否决定立案都应该给报案人以回执单，在回执单上要告知当事人公安机关的具体决定。若一直不给答复，可向公安机关反映，若仍不予回复，可向上一级公安部门反映。法律依据：《公安机关办理刑事案件程序规定》第一百七十一条公安机关接受案件时，应当制作受案登记表和受案回执，并将受案回执交扭送人、报案人、控告人、举报人。扭送人、报案人、控告人、举报人无法取得联系或者拒绝接受回执的，应当在回执中注明。
