释义	法律分析: 有下列情况之一的，不得申请停止用热： 1、非分户供热用户； 2、分户供热用户控制阀门在用户室内等不具备停止用热控制条件的； 3、新建建筑和既有建筑分户改造在供热设施保修期内的。供热设施保修期为两个供热期； 4、冷山、底层、顶层用户等可能危害相邻用户用热安全和室内公共设施安全运行的。法律依据: 《黑龙江省城市供热条例》第二十三条用户要求停止供热的，应当在本供热期开始30日前与供热单位签订停热协议。但可能危害其他用户用热或者影响室内公共设施安全运行的不得停止用热。
