释义	法律分析: 在监狱里正常的服刑人员都是不需要带脚镣的。如果遇到特殊情况，必须先审批（填写警戒具使用审批表）方能上脚镣手铐。一般关押禁闭、离监就医才会使用脚镣手铐。法律依据: 《中华人民共和国监狱法》第四十五条监狱遇有下列情形之一的，可以使用戒具：（一）罪犯有脱逃行为的；（二）罪犯有使用暴力行为的；（三）罪犯正在押解途中的；（四）罪犯有其他危险行为需要采取防范措施的。前款所列情形消失后，应当停止使用戒具。
