释义	法律分析：以投诉状的形式递交到“质检所”。如果书写困难，也可以口述，旅游投诉机关笔录，由您签字。法律依据：《旅游投诉处理办法》第三条旅游投诉处理机构应当在其职责范围内处理旅游投诉。地方各级旅游行政主管部门应当在本级人民政府的领导下，建立、健全相关行政管理部门共同处理旅游投诉的工作机制。第四条旅游投诉处理机构在处理旅游投诉中，发现被投诉人或者其从业人员有违法或犯罪行为的，应当按照法律、法规和规章的规定，作出行政处罚、向有关行政管理部门提出行政处罚建议或者移送司法机关。
