释义	【法律依据】：农村收卫生费是合法的卫生费是按照《中华人民共和国村民组织法》制定的村规民约，在本地人和外地人一视同仁的基础上收取的（本村人一般是一年一扣，用村里分红支出），并统一使用。对外地人，目前一般是半年收取的。如果当事人未住满半年，想取回多交的卫生费，应该到办证窗口去反映，或是到村里协调。卫生费是按照村规民约定的收费，不是行政收费，不需要物价部门审批，但是在物价部门有备案。
