释义	行为人要想转让债权，并不需要征得债务人的同意，只需要通知债务人即可。转让通知是债权转让的一个必备条件。因为没有通知，原合同对方当事人无法知道转让人对合同权利义务进行转让。转让通知应送达对方当事人。债权人已将合同权利转让给第三人，如果债权人未通知债务人，债务人仍可以向债权人履行合同义务，并可以此作为不向受让人履行合同义务的抗辩。法律依据《民法典》第五百四十六条、第五百五十一条
