释义	法律主观：汇算清缴不是全部都要交税的，一般需要汇缴的情况为纳税年度内预先交纳的税额低于应该交纳的税额。按照有关的法律规定，如果是需要补税却不补的或者是伪造虚假的税费票据，导致比正常的税收少，就是偷税，税务机构需依法追征税款的。除了追缴应该交纳的税款之外，还要处以0.5到5倍的罚款和加收每日税款的滞纳金。
