释义	预抵押登记制度，就是在购房者与开发商的购房合同、购房者与银行的借款合同签定的同时，在房管局的备案系统上立即生成预抵押登记，以排斥第三人对房产的行使权利。法律依据：根据建设部《城市房地产抵押管理办法》第三十条第二款规定：以预购商品房抵押的，登记机关应当在抵押合同上记载，抵押的房地产在抵押期间竣工的；当事人应当在抵押人领取房地产权属证书后，重新办理房地产抵押登记。
