法律分析：
医院必须无条件退还，但是只要有结账凭单，找到住院的科室去退就可以了。
法律依据：
《医疗机构管理条例》
第一条 为了加强对医疗机构的管理，促进医疗卫生事业的发展，保障公民健康，制定本条例。
第五条 国务院卫生行政部门负责全国医疗机构的监督管理工作。县级以上地方人民政府卫生行政部门负责本行政区域内医疗机构的监督管理工作。中国人民解放军卫生主管部门依照本条例和国家有关规定，对军队的医疗机构实施监督管理。
