释义	法律分析: 工程二次转运费的规定是：二次转运费=直接工程费×二次搬运费费率（%），二次转运费是指确因施工场地狭小，或由于现场施工情况复杂，工程所需材料、成品、半成品堆放点距建筑物（构筑物）近边在150m以外至500m以内时，不能就位堆放时而发生的搬运费。《中华人民共和国建筑法》第十八条建筑工程造价应当按照国家有关规定，由发包单位与承包单位在合同中约定。公开招标发包的，其造价的约定，须遵守招标投标法律的规定。发包单位应当按照合同的约定，及时拨付工程款项。
