释义	法律分析：在移送审查起诉之前（也就是侦查阶段)律师是没权查阅卷宗的，只有案卷到了检察院，律师才有权利申请查阅卷宗。法律依据：《中华人民共和国刑事诉讼法》第三十八条辩护律师自人民检察院对案件审查起诉之日起，可以查阅、摘抄、复制本案的案卷材料。其他辩护人经人民法院、人民检察院许可，也可以查阅、摘抄、复制上述材料。
