释义	法律分析：国土资源部对其第一次罚款是对其违建行为的处罚，并不是说缴纳罚款之后你的建筑就合法了，还必须得去相关部门补办手续。当事人没有按照规定补办手续，其建筑物的违法事实应该说一直存在。如果说缴完罚款后违法建筑就合法了，这与法相悖，势必造成当事人误以为缴纳了罚款违章建筑就变成合法了，将会出现“以罚代管”的局面，不利于社会发展。法律依据：《中华人民共和国城乡规划法》第六十四条未取得规划审批手续的建筑，能改正的罚款补办证照改正；不能改正的要依法拆除。
