释义	不可以。社保证明只能在当事人的社保关系所在地开具，例如以个人名义参保时，为本人的户口所在地，以职工的名义参保的在用人单位所在地等的社保部门开具，不能异地办理。法律依据：《中华人民共和国劳动法》第七十二条规定用人单位和劳动者必须依法参加社会保险，缴纳社会保险费。如果用人单位没有为劳动者缴纳社会保险，用人单位应当为劳动者补缴。
