释义	法律分析：住院开转诊证明就能按照正常比例报销，很多地方的三甲医院报销比例55%，如果有转诊证明就按照55%报销，没有的话就按照35%报销。也就是降低百分之二十。不支付工伤、第三方侵权造成的意外伤害医疗费用，因为本人意愿或者不可抗力因素造成的意外伤害的治疗费用，按照疾病医疗相同的报销比例报销。法律依据：《中华人民共和国社会保险法》第二十八条符合基本医疗保险药品目录、诊疗项目、医疗服务设施标准以及急诊、抢救的医疗费用，按照国家规定从基本医疗保险基金中支付。
