释义	法律分析：法局调查不通过就不能判缓。司法局调查是因为法院认为有可能判处缓刑。但有调查不代表一定缓刑。如果经调查认定不宜社区矫正，或者法院之后认定不符合缓刑条件，就不会判处缓刑。【法律依据】：《中华人民共和国社区矫正法》第十八条社区矫正决定机关根据需要，可以委托社区矫正机构或者有关社会组织对被告人或者罪犯的社会危险性和对所居住社区的影响，进行调查评估，提出意见，供决定社区矫正时参考。居民委员会、村民委员会等组织应当提供必要的协助。
