释义	法律分析：从今年5月1日起，《中华人民共和国动物防疫法》将正式实施，遛狗不牵狗绳将被视为违法行为。法律依据：《中华人民共和国治安管理处罚法》第七十五条饲养动物,干扰他人正常生活的,处警告;警告后不改正的,或者放任动物恐吓他人的,处二百元以上五百元以下罚款。驱使动物伤害他人的,依照本法第四十三条第一款的规定处罚。
