释义	法律分析: 临时过境是指临时通过中国领陆、领水、领空的外国运输工具，依照其所属国同中国签订的协议或者共同参加的国际条约，或者依照互惠原则，为运输工具自身需要而在其装置和设备中使用有关专利的。法律依据: 《中华人民共和国海关对过境货物监管办法》第三条对同我国签有过境货物协定的国家的过境货物，或属于同我国签有铁路联运协定国家收、发货的，按有关协定准予过境；对于同我国未签有上述协定国家的过境货物，应当经国家经贸、运输主管部门批准并向入境地海关备案后准予过境。
