释义	法律分析：有财产担保的债权人在未放弃优先受偿权时，可以参加债权人会议，但对任何事项均不享有表决权。《企业破产法》对此作了不同的规定。有财产担保的债权人即使未放弃优先受偿权，仍然对除通过和解协议和破产财产的分配方案以外的其他事项享有表决权。故其属于享有部分表决权的债权人。法律依据：《中华人民共和国企业破产法》第四条债权人会议的决议，由出席会议的有表决权的债权人过半数通过，并且其所代表的债权额占无财产担保债权总额的二分之一以上。但是，本法另有规定的除外。
