释义	债权转让只有债权人通知才有效。只有转让债权的人才能对自己的行为负责，表达自己的真实意思，只有当自己的真实意思到达特定的义务人，即债务人时，转让才能生效。根据《中华人民共和国民法典》规定，债权人转让债权，未通知债务人的，转让对债务人无效。除受让人同意外，债权转让通知不得撤销。【本文关联的相关法律依据】《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
