释义	法律分析：机构编制和人事管理规定，逆向调动是不被允许的。即全额编制调动到差额编制单位，或者公务员调动到事业单位，是可行的；反之事业人员不能直接提拔或者调动到行政部门或参公单位工作，差额人员也不能直接调动到全额事业单位，需要经过招考或者遴选程序，提拔任用不受影响。法律依据：《中华人民共和国公务员法》第二十八条录用公务员，应当发布招考公告。招考公告应当载明招考的职位、名额、报考资格条件、报考需要提交的申请材料以及其他报考须知事项。招录机关应当采取措施，便利公民报考。
