法律分析：可以查询，查询方式为：1、社保中心查询如果对自己的社保帐号不清楚，可以携带身份证到各区社会保险经办机构业务办理大厅查询。2、上网查询登陆所在城市的劳动保障网或社会保险业务网站，点击“个人社保信息查询”窗口，输入本人身份证和密码(密码是你的社保证编号或者身份证出生年月)，即可查询本人参保信息。3、定点银行自助充值机上可以自已查询的消费记录(只查最近十次)。医保的作用：有利于提高劳动生产率，促进生产的发展。调节收入差别，体现社会公平性。医疗保险通过征收医疗保险费和偿付医疗保险服务费用来调节收入差别，是政府一种重要的收入再分配的手段。维护社会安定的重要保障。医疗保险对患者给予经济上的帮助，有助于缓解因疾病带来的社会不安定因素，是调节社会关系和社会矛盾的重要机制。促进社会文明和进步的重要手段。医疗保险和社会互助共济的社会制度都是通过在参保人之间分摊医疗费用风险，体现出了“一方有难，八方支援”的新型社会关系，有利于促进社会文明和进步。推进经济体制改革特别是国有企业福利改革的重要保证。

第二十三条 职工应当参加职工基本医疗保险，由用人单位和职工按照国家规定共同缴纳基本医疗保险费。
无雇工的个体工商户、未在用人单位参加职工基本医疗保险的非全日制从业人员以及其他灵活就业人员可以参加职工基本医疗保险，由个人按照国家规定缴纳基本医疗保险费。
第二十四条 国家建立和完善新型农村合作医疗制度。
新型农村合作医疗的管理办法，由国务院规定。
