释义	要求对贫困户实行动态管理。【本文关联的相关法律依据】《湖南省农村扶贫开发条例》第二章扶贫对象第九条本条例所称扶贫对象，是指按照国家和本省有关规定识别、确定的贫困户、贫困村和贫困县。第十条贫困户由农户申请，其中提出申请有困难的孤寡老人、残疾人、孤儿等由村民小组推荐;经村民代表大会推荐的评议小组组织评议，公示评议结果;乡镇人民政府、街道办事处审核，公示审核结果;县级人民政府审定。县级人民政府应当将审定结果在贫困户所在村和村民小组公告，并逐级上报省人民政府农村扶贫开发工作机构备案。
