法律分析：
一、施工作业管控。自7月2日22:00至7月17日6:00，在城市噪声敏感建筑物集中区域内，无特殊需要的情况下，午间12:00至14:00、夜间22:00至次日6:00，禁止建筑施工单位进行产生环境噪声的施工作业考(7月7日至7月9日)及中考(7月16日至7月17日)考试期间，严禁考点周边500米范围内各类施工作业。
二、严控各类噪声。高考和中考考试期间，考点周边相关单位、企业严格落实噪声污染防治措施。各区(园区)生态环境部门组织开展值守和巡查，发现噪声源及时制止和纠正。
三、严格夜间施工审批。中高考时期施工噪声管控时段内，原则上不再审批7月2日22:00至7月17日6:00期间的夜间施工申请。

《中华人民共和国环境噪声污染防治法》
第三十条 在城市市区噪声敏感建筑物集中区域内，禁止夜间进行产生环境噪声污染的建筑施工作业，但抢修、抢险作业和因生产工艺上要求或者特殊需要必须连续作业的除外。因特殊需要必须连续作业的，必须有县级以上人民政府或者其有关主管部门的证明。前款规定的夜间作业，必须公告附近居民。
第四十六条 使用家用电器、乐器或者进行其他家庭室内娱乐活动时，应当控制音量或者采取其他有效措施，避免对周围居民造成环境噪声污染。
