释义	法律分析：下落不明是指公民离开最后住所地没有音讯的情况。在我国，公安机关是公民户籍管理的法定部门，所以，由公安机关出具当事人下落不明的证明，也最具证明效力。一般情况下，应由当事人的住所地，即户籍所在地的公安机关出具证明。法律依据：《中华人民共和国民事诉讼法》第一百八十三条公民下落不明满二年，利害关系人申请宣告其失踪的，向下落不明人住所地基层人民法院提出。申请书应当写明失踪的事实、时间和请求，并附有公安机关或者其他有关机关关于该公民下落不明的书面证明。
