实体医保卡没激活能用电子医保卡吗 |

医保卡未激活不可以使用电子医保卡。
医保开通有以下几种方式：
1、所属银行激活：可以带上医保卡，前往所属银行进行激活，然后设置好账户的密码以及医保账户的密码，这样以来的话就可以开通社保卡的银行卡功能了；
2、社保中心激活：带上医保卡和身份证，去社保局办理激活业务，找到服务窗口，工作人员会为其协助你激活医保卡；
3、定点医院激活：也可以直接在定点医院进行结算，不过首次使用的时候，只要办理挂号登记的手续，就可以使用医保卡的功能了。
医保卡的作用具体如下：
1、持有医保卡的人员在定点医院看病时，可凭医保卡直接在POS机上刷卡使用，即支付诊疗费、药费等；
2、如果医保患者在医保定点医院住院，可以出具医保卡，让统一的医保结算系统读取参保人资料，办理住院号。在出院结算时，医保卡直接结算报销部分；
3、在一般的医保指定药店，可以用医保卡直接刷卡支付。

国家建立和完善城镇居民基本医疗保险制度。城镇居民基本医疗保险实行个人缴费和政府补贴相结合。享受最低生活保障的人、丧失劳动能力的残疾人、低收入家庭六十周岁以上的老年人和未成年人等所需个人缴费部分，由政府给予补贴。
