释义	高铁票改签不收手续费，只能改签一次，改签后的车票不能再进行改签，只能进行退票，退票时收取5%到20%的退票手续费。法律依据：《铁路旅客运输规程》第三十五条旅客在发站办理改签时，改签后的车次票价高于原票价时，核收票价差额；改签后的车次票价低于原票价时，退还票价差额。旅客中途下车恢复旅行（含中转）办理签证或在列车上办理变更席位、铺位时，签证或变更后的车次、席（铺）位票价高于原票价时，核收票价差额；签证或变更的车次、席（铺）位票价低于原票价时，票价差额部分不予退还。
