法律分析:
每年7月份都会调整一次社保缴费基数，并根据上年的社平工资确定新的缴费基数的上下限。社保缴费基数年度调整一次的同时，社保局也会要求事业单位根据员工上一年度的平均工资进行缴费基数的申报调整，调整的原则是按员工上一年度所有的工资收入所得，取月平均数得出当年度新的社保缴费基数。社保缴费基数当年度7月确定后，从当年度7月开始执行，一直持续到次年6月。
法律依据:
《中华人民共和国社会保险法》 第三十五条 用人单位应当按照本单位职工工资总额，根据社会保险经办机构确定的费率缴纳工伤保险费。
