释义	法律分析：土改时候的土地使用证如果作如集体之间确权的证据使用了有效。已无效了。解放初期,为尽快废除封建性或半封建性剥削的土地制度,在全国范围内进行了土地改革,废除、没收了地主等用以剥削农民的土地,分配给无地或少地的农民(或留作公有),实行了耕者有其田的土地制度。法律依据：《关于确定土地权属问题的若干意见》土地改革时分给农民并颁发了土地所有证的土地，现在仍由村或乡农民集体经济组织或其成员使用的，属于农民集体所有。
