法律分析：
不一样。准生证已经称之为计划生育服务证，当然因为没有正式废除准生证，其实在一些地区还是在使用。对于已经登记结婚的夫妻，如果需要生育子女的话，则就要按照规定办理计划生育服务证，相当于先取得了生育的资格之后，那么才能生孩子。
法律依据：
《中华人民共和国人口与计划生育法》 第十八条 国家提倡一对夫妻生育两个子女。
