释义	法律分析: 没坐的高铁票能不能退票，发车后2个小时可以改签。法律依据: 《铁路局资产经营责任制实施办法》第三十四条旅客不能按票面指定的日期车次乘车时，在列车有能力的前提下可以办理一次提前或改晚乘车签证手续。办理改晚乘车签证手续最晚不超过开车后2小时，团体旅客必须在开车48小时以前办理。原票已托运行李的，在改签后的新票背面注明“原票已托运行李”字样并加盖站名戳。
