释义	需要抵押权人同意。未经抵押权人同意，不得进行二次抵押。但如果设立了最高额抵押的，在不超过限额的情况下，可以二次抵押房屋。法律依据：《城市房地产抵押登记管理办法》第九条同一房地产设定两个以上抵押权的，抵押人应当将已经设定过的抵押情况告知抵押权人。抵押人所担保的债权不得超出其抵押物的价值。房地产抵押后，该抵押房地产的价值大于所担保债权的余额部分，可以再次抵押，但不得超出余额部分。
