释义	法律分析：《中华人民共和国契税法》已由中华人民共和国第十三届全国人民代表大会常务委员会第二十一次会议于2020年8月11日通过，现予公布，自2021年9月1日起施行。其中第三条关于契税税率将调整为3%至5%，自2021年9月1日起施行。法律依据：《中华人民共和国契税法》第一条在中华人民共和国境内转移土地、房屋权属，承受的单位和个人为契税的纳税人，应当依照本法规定缴纳契税。
