可以退课。在疫情防控期间，针对中小学生报名参加的具有一定时效性的寒假校外培训课程，因不可抗力的因素导致培训无法开展，且延期开展已经没有实际意义，不能实现合同目的，故此情况下，可以向校外培训机构提出解除合同退还费用的要求，校外培训机构应当无条件受理并承诺退费。
法律依据：
《中华人民共和国民法典》 第一百八十条 因不可抗力不能履行民事义务的，不承担民事责任。法律另有规定的，依照其规定。不可抗力是不能预见、不能避免且不能克服的客观情况。
