释义	法律分析: 钱是收购人给农民的。价外补贴属于价格政策，但可以计入增值税进项，就是说（增值税）最终由消费者承担，而不是收购者。收购某些紧缺农副产品而给予生产者的价外补贴。实行价外补贴的品种和幅度，必须执行国务院的规定，各地区、各部门不得自行增加补贴品种和提高补贴幅度。法律依据: 《中华人民共和国烟叶税暂行条例》第一条在中华人民共和国境内收购烟叶的单位为烟叶税的纳税人。纳税人应当依照本条例规定缴纳烟叶税。第二条本条例所称烟叶，是指晾晒烟叶、烤烟叶。
