释义	法律分析：警察没有完整的证据链条证明一个人违法犯罪的,是不会拘留,只能适用于留置盘查、传唤,而不能适用于拘留。最长时间不得超过24小时。但警察在抓捕犯罪嫌疑人、收集证据时,如因事出突然,或在紧急情况下,可以不必出示拘留证或搜查证,执行完拘留和搜查后必须补齐有关手续。法律依据：《中华人民共和国刑事诉讼法》第一百一十七条第二款传唤、拘传持续的时间不得超过十二小时; 案情特别重大、复杂,需要采取拘留、逮捕措施的,传唤、拘传持续的时间不得超过二十四小时。
