释义	一般不用，但是如果是负有监管职责的人，例如仓库管理员、保安人员见到属于自己管理范围内的火灾而不处理的话，肯定要承担相应的责任。甚至是不作为的放火罪，要承担刑事责任。如果仅仅是路人且对火灾没有任何监管职责的话，虽然没有报警但也不用承担什么刑事责任。
