释义	一般情况下，失踪24小时后可以向公安机关报案。但是，在特殊情况下，如果失踪人员的人身存在安全危险，或者失踪人员属于未满十周岁的少年儿童，或者属于患有精神病、智障者等，均不受上述时间限制，均可以随时向公安机关报案。法律依据：《中华人民共和国民事诉讼法》第一百六十六条公民下落不明满二年，利害关系人申请宣告其失踪的，向下落不明人住所地基层人民法院提出。申请书应当写明失踪的事实、时间和请求，并附有公安机关或者其他有关机关关于该公民下落不明的书面证明等其他法律法规，
