释义	法律分析: 贷款被冻结了，还没能发放下来的话，那客户自然是不用还款的。毕竟客户还没有用到这笔贷款资金，自然也就不需要承担还款责任。法律依据: 《中华人民共和国民法典》第六百七十五条借款人应当按照约定的期限返还借款。对借款期限没有约定或者约定不明确，依据本法第五百一十条的规定仍不能确定的，借款人可以随时返还；贷款人可以催告借款人在合理期限内返还。所以，如果公民之间的借贷没有约定还款日期，借款方可以随时还款，贷款方可以随时要求还款。
