释义	法律分析：公司开具的离职证明，必须加盖公司章，不然，离职证明没有法律效力，因而，劳动者无法到劳动局办理失业证，也就不能到社保局办理转移社保手续。法律依据：《中华人民共和国劳动合同法》第五十条第一款用人单位应当在解除或者终止劳动合同时出具解除或者终止劳动合同的证明，并在十五日内为劳动者办理档案和社会保险关系转移手续。
