释义	法律分析: 处于连续状态时，应当对其如何处罚，实践中有两种不同的意见。一种意见认为，应当按照一个违法行为处理，将其连续时间的长短（违法行为的多少）作为量罚的因素考虑，违法行为连续时间长的，即违法次数多的，应从重处罚；另一种意见认为，应当按照多个违法行为，实施数罪并罚。行政处罚法对此无明确的规定。法律依据: 《中华人民共和国行政处罚法》第二十九条对当事人的同一个违法行为，不得给予两次以上罚款的行政处罚。同一个违法行为违反多个法律规范应当给予罚款处罚的，按照罚款数额高的规定处罚。
