国家有规定，除了公安部门因办案需要，可以暂扣居民身份证以外，其他任何单位和个人都无权扣押身份证，面试别人扣押身份证是违法的，不管有事没事都不能把身份证押给他们。
法律依据:
《中华人民共和国劳动合同法》 第九条 用人单位招用劳动者，不得扣押劳动者的居民身份证和其他证件，不得要求劳动者提供担保或者以其他名义向劳动者收取财物。
