释义	法律分析：工业用地合同符合法律规定的条件时可以转让。依法改变土地所有权、使用权的，因依法转让地上建筑物、构筑物等附着物导致土地使用权转移的，必须向土地所在地的县级以上人民政府土地行政管理部门提出土地变更登记申请，由原土地登记机关依法进行土地所有权、使用权变更登记。法律依据：《中华人民共和国土地管理法》第五十五条以出让等有偿使用方式取得国有土地使用权的建设单位，按照国务院规定的标准和办法，缴纳土地使用权出让金等土地有偿使用费和其他费用后，方可使用土地。
