【法律依据】：
《中华人民共和国刑事诉讼法》 第一百五十五条 应当逮捕的犯罪嫌疑人如果在逃，公安机关可以发布通缉令，采取有效措施，追捕归案。
各级公安机关在自己管辖的地区以内，可以直接发布通缉令；超出自己管辖的地区，应当报请有权决定的上级机关发布。
