《中华人民共和国残疾人证管理办法》
第五条 残疾人证只限持证人本人使用，要妥善保管，不得转借他人。
第七条 各级残联应加强残疾人证档案管理，将残疾人证档案工作纳入本单位相关部门职责，建立健全残疾人证档案的收集、保管、利用、鉴定、移交、销毁等制度。残疾人证档案的保管期限为永久，任何单位和个人不得据为己有或擅自销毁。
