法律分析：无论什么理由都不可以不转党组织关系。
法律依据：《关于进一步加强党员组织关系管理的规定》第三条 党员不及时接转党员组织关系或未按期办理落位手续，是组织观念淡薄、组织纪律性不强的一种表现，是违反《中国共产党章程》的行为。党员如果没有正当理由，连续 6 个月不参加党的组织生活，或不交纳党费，或不做党所分配的工作，就被认为是自行脱党。党工委、二级党组织应根据《中国共产党党章》和党内有关规定对此类党员及时进行组织处置。
