释义	概念不同：备案是有关部门对某一事件形成的资料建立档案，以备查考。立案是执法、执纪机关对违法或违纪案件受理之后，着手展开调查，进一步收集证据，以便处理。程序要求不同：立案有着严格的程序规定，备案就相对简单多了。按照一般程序，公安机关对任何公民的报案都应当依法予以登记备案，是否能够符合立案条件要根据调查的情况依法确定。法律依据：《中华人民共和国刑事诉讼法》第一百零九条公安机关或者人民检察院发现犯罪事实或者犯罪嫌疑人，应当按照管辖范围，立案侦查。
